Pretty dress but not for me

I'm 5' tall and this dress just was "too much" for me. The color is beautiful and it is nicely made but the ruffles along the arms were too overpowering and I'm not sure what the black "streamers" are all about. Had the dress fit I would have definitely taken them off.
