Arms a bit too tight

I love this turtleneck because it is so cozy and soft. The arms, however, are quite tight and I end up spending time stretching them out every time before I put it on. I am very tiny, 5‘4“ and 107 pounds so one would think that a small should fit. I also was very disappointed that there was a white label, sewn with white thread, at the back of the turtleneck. This was visible from the outside of the garment. I had to carefully remove the whole thing. Where did the three stamped dots go that stood in for an annoying label?

Nice, lightweight, but not what I was hoping for. I have past turtleneck tops made of the nice cotton 3/4 sleeve top and like them better.
