Shirts fit extremely small for reported size

I purchased this shirt back in September as an extra large size. For someone who wears extra large in every other shirt, this one was not even close to fitting. Unfortunately, since it was a Christmas gift purchased in September it was not returnable or exchangeable. The shirts are of high quality but I wonder if they are produced in a third-party country that is not used to US sizes.
