Arrived contaminated with a black substance

Package delivered by USPS. Rice packages inside were contaminated with a black substance. There was a foul smell, like rotten fish. Smell was so strong I could smell it through the mail package in my car. I threw whole order out I felt it was unsafe, hazardous to my health to eat the rice or touch the packages covered in a black substance
