Unfinished machining

It looked nice when I open the box. After trying to assemble. The fin was not freely moving. It would stay in any position moved to. After disassembling it, I could see there was unfinished machine work on the bottom about a .015 step. After filing it down. I was able to git it to freely move after reassembling.
