Saddle Brown Tooled Belt appears to be improperly sized

I ordered two sized 38 belts. The horsehair belt was perfect. The Saddle Brown Tooled Belt was improperly sized by nearly an inch. I like to wear my belt through the second hole punch. The horsehair belt, as I noted, is sized as expected. The Saddle Brown Tooled Belt is improperly sized.
