Just bought one for my wife.

I've had one of these for almost 2 years now and love it. I've been using it for kayaking, hiking, and any of the other outside activities we do. Yes it does float, thankfully. As far as being water repellent, not very much. But for me, it is a benefit. I soak the hat and as the water evaporates, it cools my head nicely. I just bought a second one to have in the car all the time. My wife (who didn't want one) said she likes the one I have, so I just ordered one as close to her size as I could get. Size 7 instead of 6-7/8. We'll see how well it works for her. I'm optimistic.
