too dry to apply

This is my 2nd attempt to try to use this eyeshadow primer but it's just too dry to apply. Is there something I could add to it to loosen it a little? I even warm it for several minutes but it makes no difference. Please advise if there's an alternative to clean eye shadow primer.

Great primer!
