Cosmic junior

Hi I am sorry to tell you the shoes I ordered do not fit I am so upset they were for my handicapped sister and she was over the moon when she saw them but when they did not fit her she was so upset and crying that she did not want me to send them back although she has small feet she has a very high arch and the strap would not go over it I don’t know if I ordered her an adult pair if the strap would be any more wider ? But I think a 3 would be too big ! Any suggestions
