sizing has changed?

I got these half chaps 5-6 years ago and they have been great. I ordered the size small tall and they were too small so I exchanged for the medium tall. I can zip them but barely, but they are actually too tall it turns out. I think half chaps are best bought in person! the quality still seemed to be the same - very good.
