Trouble germinating seeds

I bought four varieties of seeds, two of which were Scotch bonnets. The jalapenos and the Cayenne seeds seemed to germinate just fine, but the Scotch bonnets did not germinate after 3 weeks. Kind of disappointed. I ended up ordering some more Scotch bonnet seeds through another vendor that I've had success with in the past. Food for thought.
