If you have flat bars and reasonable clearance then go with the 15L pack. It is more versatile and has larger diameter, so is easier to pack. If setting up bikepacking rig from scratch and want drop bars, go with something wide and flared like a wide Walmer bar. Provided you are taller, you could still use the 15L bag, operate the road brake levers and have clearance to front wheel. Do check your dimensions and clearances before purchase.
