Great tights sizing bit odd

I originally had size M of the tights, however they were too big , in a sense that around the waist they were loose and same around the hips at the front. I then sent these back and purchased size S, which is now bit too snug around the thighs on the other hand. So it feels like S is too small and M is too lose. I never have a problem with other brands, I am comfortable Size M (athletic). Otherwise love the material , they feel super light and smooth!
