The top two tiers spin, but the bottom tier was wobbly out of the box and will not spin. Also, it needs a third spike to secure it from tipping over (I secured mine to a metal fence).

This spinner is gorgeous! The colors are bright and the interesting structure of the spinner catches the eye every time I go outside. I now wish Exhart had a taller version as well.
