Who’s to blame?

First of all, I paid 799 for expedited shipping. 3 to 5 days they said it would be delivered after the fifth day got a little worried. They told me well processing fee and packaging and every excuse they can think of… but they sure cashed my credit card the very next day. Took 19 days to reach my house. Hence the comment about who is to blame. Post office it’s set in Texas for days. But then I don’t think they send it out till the fifth day when it was supposed to be here. as far as quality really didn’t care to look at it too much because it was for Special occasion for someone. So buyer beware. Just my honest opinion.
