Pony sizing way off

I purchased this bridle in pony size for a 13.2 medium. The noseband is so large that even on the shortest hole, it hangs well below the bit, like a drop noseband. I don’t see how this could fit any pony. It’s annoying to have to pay return shipping on a clearly defective or mislabeled item.
