Adjustment Range too limited

I bought a black Large one for my red heeler, along with a suggested matching "no pull harness". I measured him (as best as he would let me) which was 50cm roughly around the neck. The measurements matched the Medium sized harness which fits well with adjustment range left, but the Large collar seems quite tight at full extent? Maybe my dog has an unusual size neck but it would be most helpful if the limited adjustment range on these collars was maybe doubled? Also, I don't understand how he fits a Medium harness but is too big for a Large collar - both branded the same, using same measurements? Additional ring for nametags would be nice too.

I would buy XXL if buying for a Rottweiler, the XL is a snug fit, there is a bit of give in it .

Good quality collar, wide enough for comfort and control, the brown looks great on my Chocolate Labrador. Thanks again Peter for all your help :)
