Too much mascara on the wand

I'm a little bit surprised about this mascara, I feel like the wring out thing is broken because there is way too many product on the wand. I don't remember this was like that last time I bought this mascara. Maybe it's a factory defect? But it was sent quickly and well packaged. Maybe I just got a defective item.

I was surprised i had to pay taxes at the same amount of my purchase. Before I never had to pay any taxes.. but the item itself is okay
