Color bleeds badly

Bought this for my daughter to wear around her neck at events. We washed it when we got but at her first event with it it turned her skin blue. Several people suggested how to “set the dye” so we did that. Second event, it bled again turning her neck, chest and chin blue. This time it also bled onto the edges of her short gown. It looks great and the size is perfect but we can’t get it to stop bleeding the dye
