Garter strap barely adjustable

There's an adjustable buckle on the garter strap but it has very little room for resizing... for the XS size, I would especially expect it to be able to be adjusted down smaller but the smallest size hung completely loose and unusable. I had to manually fold the extra fabric over and sew it in place, and now it's permanently unadjustable for me and also ugly but at least it fits...? Really unfortunate because the design is SO unique and the rest of fits well, but the garter is not removable and it would be completely not wearable without me stitching it in place.
