Cute but runs small

Super cute pant but runs small. Don’t rely on the provided size chart. I’m always an XS (25” waist) but these were tight in the hips and waist. While I could wear them alone, realistically I would have a base layer on, so I’m exhanging and hoping the small works. Unfortunate the website wasn’t accurate as exchange shipping is expensive.
