Sizing is off

I bought these in size 4 and they are HUGE!!! They are bigger than other clothes my son has in size 5! I checked the measurements before ordering and he was size 4 based on his height. At least, they are not too small and he’ll grow into them. But very disappointing because I bought them for our trip to Japan and now they are going to look huge on him :-(
