It's definitely neon!

This fabric has very neon pastel colors. Also, be sure NOT to make tight fitting garments with it (leggings, tight tops, etc.). When you stretch the fabric across grain to 100%, the colors fade away and show as white. It's not too bad, because the fabric is light colors. If it were dark, it would really show. Just more reasons why I don't like shopping for certain fabrics online. Yes, I could've ordered a swatch, but by the time I received it, the fabric would've been gone (with my luck).
