Incorrect sizing

I purchased a size 9 mm crochet hook and started using it on a project I had already started with a plastic 9mm hook. After quite a few rows, I measured the rug and it was considerably smaller than the beginning of the project, by about 10cm in width. I had to frog the rug and use a different hook as obviously, the one you sold me was not a 9mm size.
