Deck Rebuild Kit

We were very pleased with the service except for one point. This was to replace the spindles, belt and blades...however there were no hex nuts to hold the blades in place. Everything else was there all the bolts etc...how do you expect the mower blades to stay in place without the hex nuts to attach them.?
