Cooling plates feel great but plastic housing heats up

Cooling plates are great. Fan on lowest setting is still too loud to hear normal talking volume. Plastic housing quickly heats up and eliminates any cooling effect from the plates. I only wear it about 5 minutes before the plastic becomes too warm for my neck.
